In the 2014 NEC®, if something required the use of tools to gain access to it, then it was NOT considered readily accessible. A junction box for example requires a screwdriver to open it and therefore meets the definition of “accessible” rather than “readily accessible”.

Circuit breakers on the other hand, can be accessed simply by opening a panelboard cover unless the cover is locked. Then a key must be used. Is a key a tool?

The 2017 NEC® now clarifies that if something requires the use of a tool (other than a key), then it is NOT considered readily accessible. That being said, circuit breakers are still considered to be readily accessible even if the panel cover is locked with a key.

Accessible, Readily (Readily Accessible). Capable of being reached quickly for operation, renewal, or inspections without requiring those to whom ready access is requisite to actions such as to use tools, to climb over or remove obstacles, or to resort to portable ladders, and so forth.

2017 Code Language:

Accessible, Readily (Readily Accessible). Capable of being reached quickly for operation, renewal, or inspections without requiring those to whom ready access is requisite to take actions such as to use tools (other than keys), to climb over or under, to remove obstacles, or to resort to portable ladders, and so forth. (CMP-1)

Informational Note: Use of keys is a common practice under controlled or supervised conditions and a common alternative to the ready access requirements under such supervised conditions as provided elsewhere in the NEC®.
