In the 2023 NEC®, new Section 555.15 was added to provide requirements for modifications or replacements of electrical enclosures, devices, and wiring methods at docking facilities. The new code language can be broken down as follows:

During the 2023 NEC® first draft meetings, the wording in new Section 555.15 would have required any modification, replacement, or repair of electrical enclosures, devices, or wiring methods on a docking facility to be done so and inspected based on the current edition of the NEC®.

During the second draft meetings, the new code language was reworded to make it clear that only the “repairs” made to existing damaged equipment must meet the minimum requirements of the edition of the NEC® used when the equipment was originally installed.

Electrical systems installed on docking facilities and marinas are exposed to extremely harsh environmental conditions. Routine inspection and maintenance are needed to ensure a safe operation.

The new informational note in 555.15 refers the code reader to NFPA 303-2021, Fire Protection Standard for Marinas and Boatyards, which provides inspection guidance for electrical hazards at marinas and related facilities.

NFPA 303 Section 5.20.1 suggests inspecting all electrical wiring, grounding connections, conduits, hangers, supports, connections, outlets, appliances, devices, and portable cables installed or used in a marina, boatyard, boat basin, or similar establishment at regular intervals in order to constitute a complete inspection at least annually.

Existing equipment that has been damaged shall be identified, documented, and repaired by a qualified person to the minimum requirements of the edition of this Code to which it was originally installed.
